010In Tianjin, you will often hear people say "Dial 8890, all your problems are solved." No matter what problem you have, try the all-powerful "key" 88908890 - a government service hotline offering consulting, helping, and dealing with complaints services.


Tianjin opened the "8890" family service hotline in 2005, hoping to solve local citizens' problems in daily life. The "8890" family service network center is a government-sponsored public welfare organization, offering all-weather free services for the public and enterprises that joined in. It is built on the social work platform of the Tianjin Administrative Permission Service Center.


About 99.9 percent of users are satisfied with the "8890" service since it opened. As a considerate and thoughtful hotline serving local citizens, it has established good reputation and huge brand effect.


In May 2015, Tianjin incorporated its 53 government service hotlines and launched the "8890" hotline based on its former "8890" family service network. In addition to the existing household management services, it added new ones like handling complaints and solving appeals, making all services available just through the single number "8890".


011This is an important measure taken by Tianjin to follow the requirement of the central government as well as to transform government function, boost innovation in governmental management and in free trade pilot zone, and make people's life more convenient. It is also an important part of the "Ten Ones" reform program in Tianjin. Tianjin used to have over 50 government hotlines, including the national ones such as 12333, 12319, and 12315 and municipal ones like the mayor's hotline 12345, the family service hotline "8890", and others for administration, tourist complaints, and real estate management. These hotlines received nearly eight million calls yearly and solved a large number of problems of the masses.


However, so many hotline numbers proved to be a trouble since common people felt inconvenient to remember all of them. To solve the problem, Tianjin replaced all previous government hotlines with a united hotline service platform "88908890", providing not only household management services but government affairs services. The platform provides local citizens with easy access to reporting their problems and enables the government to solve people's appeals and understand the social conditions and public opinion. It also helps achieve big data management of government affairs services. The "8890" hotline is built led by the Tianjin municipal government with a leading group, a service center, and a call center. Undertaking organizations will no longer directly answer calls. No new government service hotlines will be added, and all the new services of undertaking organizations will be incorporated into the united platform.
