Zhengzhou & Wuhan selected to become additional National Hubs

030China's State Council has picked Zhengzhou and Wuhan to be two economic, culture and transportation hubs - an initiative aimed at further lifting the cities' statuses as regional centers and helping bolster a slower-growing national economy.


The decision is part of five-year plan to improve the development of regions in central China from 2016 to 2020. The State Council, China's cabinet, passed the measure on Friday, but the document has not yet been released in its entirety.


Beijing will provide the two cities with “policy support” and resources to help them develop financial, cultural and transportation infrastructure, according to an official at the National Development and Reform Commission (NDRC) who asked not to be named.


Shenyang, in the nation's northeast, could also be given hub-city status, he said.


Amid the double blow of overcapacity at home and weak demand for China goods internationally, the once-runaway Chinese economy has slowed dramatically in recent years to 6.9% last year, forcing Beijing to look for new growth engines.


The central authority will not necessarily shower Zhengzhou, in Henan province, and Wuhan, in Hubei province, with financial sweeteners, according to Li Xun, vice president of the China Academy of Urban Planning and Design.


But once the cities get hub status, they will certainly be provided with policy support - perhaps major rail or infrastructure projects - to turn themselves into regional engines for growth, either in the transportation network or in international trade, he said.


A hub-city system can also complement existing plans for regional development such as the five-year plan for revitalizing the northeastern region, which was released earlier this month by NDRC, the top economic planner, Li said. The area encompasses Liaoning, Jilin and Heilongjiang provinces.

The hub-city system, in place since 2007, currently comprises the cities of Beijing, Shanghai, Tianjin and Guangzhou. The State Council also told the southwestern cities of Chongqing and Chengdu in late March to develop themselves into regional hubs to lead urbanization and modern agricultural development in the western regions.


Hub-city status also allows such cities to play a major role in economic and social development across the country, he said.


China needs to have about 10 hub cities to ease pressure on the four current ones regarding controlling population, pollution and traffic congestion, Yang Weimin, a deputy director of the office under the Central Leading Group on Financial and Economic Affairs, said in December 2015.


Zhengzhou, Wuhan, Shenyang, Changsha, Nanjing and Hangzhou are widely tipped among city planning analysts to be on a shortlist of potential hub cities.
