Moderate Risk: Heping District, Hebei District, Hedong District, Hexi District, Nankai District, Hongqiao District and Baodi District
 

Low Risk: Binhai New Area, Dongli District, Xiqing District, Jinnan District, Beichen District, Wuqing District, Jinghai District, Ninghe District, Ji County.
