Beijing City Planners Incoporate Tianjin and Hebei Cities in Development

The Beijing municipal government will issue a framework plan in conjunction with Tianjin and neighboring cities in Hebei Province this year to incorporate their urban planning development agendas, a Beijing urban planning official said Wednesday.

Huang Yan, Director of the Beijing Municipal Commission of Urban Planning, said during an interview on Beijing Public Service Radio that the program involved relocating a large part of manufacturing enterprises from the capital to Hebei Province, so Beijing could focus on developing high-end services and high-tech industries as part of the new concept of city hubs outlined in the central government's 12th Five-Year Plan.

Because Beijing cannot deal with problems such as its exploding population and outdated industrial structure by itself, it must coordinate and integrate its development plans with those of neighboring cities as part of city planners' blueprint for the capital's development, Huang said.

The Beijing Municipal government wants to limit the city's population to 18 million people, while taking into account the capital's capacity, Huang said.
