According to the Binhai New Area Bureau of Finance, the 2012 budget is CNY 97.33 billion, representing a 30% increase when compared with the budget of the same period last year. 80% of the budget will be used for livelihood expenses in Binhai New Area.
The budget report of Binhai New Area shows the major livelihood programs in the New Area are: education CNY 6.13 billion; technology CNY 2.77 billion; culture, sports, and mass media CNY 610 million; social security and employment CNY 940 million; health care CNY 1.6 billion; energy conservation and environmental protection CNY 310 million; urban and rural community affairs CNY 29.31 billion. The budgets of all the projects have increased more than 30% compared with last year. Binhai New Area will improve people’s livelihood based on 9 aspects, and try to solve the simplest and most practical problems of which people are concerned.
As for culture and education, the New Area will finish a project to strengthen school buildings and the construction of a campus safety net this year. 30 schools and kindergartens will be built and remodeled to have 209 schools meet education modernization standards. Tianjin Binhai New Area will implement cultural projects for the benefit of the people by finishing building 100 residents’ reading rooms and cultural rooms, and will increase the times movies are shown.
As for health care, Tianjin Binahai New Area will accelerate retrofitting some hospitals, and finish building 20 standardized community health clinics and 66 rural medical clinics. The basic public health service subsidies will increase to CNY 40 per patient.
As for employment and social security, Binhai New Area will add 190,000 new employees and will enhance minimum living standards, social relief standards, and rural “Five Guaranteed” resident’s standards. 5 Street town community service centres, 14 Community Health clinics and 11 older day care service centres will be built.
As for housing, transportation, and the environment, Binhai New Area will accelerate the construction of low-rent housing , affordable housing,, commodity houses limited by order pattern and blue and white collar apartments. Binhai New Area will vigorously support the construction of the transportation system and will improve the environment of the city. The Area will open and improve 33 bus routes and put 757 new energy-saving buses into operation.
