The reporter learned from the Management Committee of Tianjin Dongjiang Free Trade Port Zone that, through more than two years of operation, the Dongjiang Free Trade Port Zone has developed into the largest gathering place for financing lease of aircrafts and ships in China.
According to reports, on May 10 last year, the State Council replied and approved Construction Project of Tianjin Northern International Shipping Center Core Functional Area, the State Council will provide Tianjin Dongjiang Free Trade Port Zone with the pilot policy with the maximum support in the fields of the registration of international ships, international shipping taxation, shipping finance and lease business etc.. On August 22 last year, the Ministry of Finance and State Administration of Taxation officially approved the business tax policy for Tianjin Northern International Shipping Center Core Functional Area. At present, Dongjiang has implemented the sales tax exemption measures for a number of companies. In the aspect of finance lease, it has realized the target of paying the value added tax according to 4% of the preferential rate if the domestic leasing companies buy the aircrafts and use them for leasing to domestic airlines, which smoothly implemented the pilot policy of the State Council.
As reported, as of now, the various types of leasing companies registered in Dongjiang have totaled 234. Of which, there are 179 single-aircraft companies, 34 single-ship companies and 30 headquarters leasing companies, with a total of 58 leased aircrafts, 26 offshore ships, two aircraft engines, and a total lease asset of approximately $5 billion. Especially in 2011, the taxation of finance leases reached over 100 million yuan, accounting for 20% of the total taxation in Dongjiang, with the contribution rate to regional GDP is over 30%; finance leases have become one of the pillar industry of the Dongjiang Free Trade Port Zone, the leasing industry has been the gathering momentum in the Dongjiang Free Trade Port Zone.
According to reports, during the year, Dongjiang will continue to accelerate the construction of leasing industry gathering; continue to making use of the state’s preferential policies for giving priority to arranging the foreign debt and the aircraft introduction indicators, accelerate the gathering of single-aircraft and single-ship companies in Dongjiang, research and develop a pilot program of the finance lease and export tax rebate policy and tax rebate programs for marine engineering structures and domestic ocean-going financing lease which shall be regarded as the export rebate programs, detail finance leasing export tax rebate business operating mode and policy measures, expand the field and connotation of finance leases. We strive to achieve 100 new single-aircraft and single-ship companies, and RMB 20 billion new leased assets.
