The reporter learned from Binhai New Area Bureau of Environmental Protection and City Appearance that, during the 12th Five-Year Plan Period, the new area will finish the construction of projects such as Dagang Garbage Incineration Power Plant and Binhai Kitchen Waste Treatment Plant and raise the innocuous waste treatment rate to about 97%.
It is said that, at present, the new area produces garbage of about 1,900 tons a day, which is all landfilled. The innocuous treatment rate has reached about 93% now, ranking a leading position at home. The new area has two waste treatment plants located respectively in Hangu and Dagang, with Hangu Waste Treatment Plant being built in 2002. It covers 973,000 sq.m and is invested with a total of RMB 55 million, possessing daily treatment capacity of around 1,500 tons; and Dagang Solid Waste Landfill Site, which covers 283,000 sq.m, was built in 2003 with a total investment of RMB 53 million. Its daily treatment capacity stands at about 1,000 tons.
According to responsible person of relevant division of Binhai New Area Bureau of Environmental Protection and City Appearance, the sharp increase of waste poses a severe challenge to the sustainable development of China and Binhai New Area with gradually growing population as well. It is expected that the daily waste volume of the new area will hit about 3,200 tons by 2015. How to dispose properly the large amount of waste is becoming an unavoidable problem. For the sake of safe treatment, reduction and recycling of domestic waste of the new area and better environment of the new area, Hangu Garbage Incineration Power Plant commenced its construction in 2009. At present, the plant has been ready for operation and will start its formal operation soon. This plant is the first project of the new area that reclaims and incinerates solid waste for power generation. Known as the largest one in China, it boasts the most advanced technologies and adopts the most rigid emission standards (EU2000/76/EC), with its service covering all areas north of Haihe River of the area. The plant has also the largest domestic completely sealed waste storage pool capable of storing 20,000 tons of waste. Based on the plan, the garbage incineration power plant of the new area will adopt advanced waste incinerator technology and the way of continuous combustion of waste for power generation with the thermal energy produced from burning. The power plant will use world advanced tail gas treatment technology and equipment for treatment of tail gas from burning of production waste from major production equipment, and guarantee the emission indicators up to Standard for Pollution Control on Solid Waste Incineration. After being put into use, Hangu Garbage Incineration Power Plant can handle 1,500 tons of solid waste each day and 500,000 tons of solid waste each year and generate electricity of 126 million Kwh each year.
After Dagang Garbage Incineration Power Plant is put into use, Dagang Garbage Sanitary Landfill Site will seal the power plant for afforestation in order to improve the life quality of Dagang citizens. At present, the construction of Dagang Garbage Incineration Power Plant has been commenced and its main body is expected to be finished in 2012. Covering 8.5 hectares, this project is situated in the Cyclic Economy Demonstration Area on the southeast of Nangang Light Textile Industry Park of Binhai New Area and is planed to handle all solid waste of areas south of Haihe River of the new area. After the project has been fully completed, it can treat solid waste of 2,000 tons each day and its fuel gas emission standards will execute EU2000/76/EC standards.
In addition, during the 12th Five-Year Plan Period, the new area will also build facilities like kitchen waste treatment plant and nightsoil treatment plant and introduce world advanced technologies and concepts. Kitchen waste treatment plant is currently selecting its site and its daily waste treatment capacity is expected to reach 400 tons. Moreover, Binhai New Area Bureau of Environmental Protection and City Appearance and New Zealand Qingzezhide Environmental Technologies Co., Ltd (Qingzezhide ) have signed cooperative memorandum and reached an intention on the construction of organic waste treatment system.
