The economic integration of Beijing, Tianjin and Hebei Province has become a national strategic priority for China. But as industries and businesses move from Beijing into surrounding areas, many smaller localities are jostling to secure resources from the capital.
Â
This sort of infighting is a waste of energy and counterproductive to the goals of regional integration. Industries should ultimately relocate based on their best economic interests, not because of inflated promises and unsustainable policy supports.
Â
How Beijing divvies up its non-core industries among surrounding cities is a matter of vital importance to the regional economy. Similarly, how these cities cooperate in terms of dividing their interests and responsibilities is an equally important concern. Central policymakers should play a leading role in promoting healthy integration.
Â
Central authorities can start by establishing a committee focused on the common development of the Beijing-Tianjin-Hebei area. Without careful planning, the results of integration could run contrary to their intentions. The infighting has to stop.Â
