Sino-Singapore Tianjin Eco-City to pilot first of its kind eco manufacturing base in China

Sino-Singapore Tianjin Eco-City took another leap forward in its development as it began construction on the 130-ha Eco-Industrial Park (EIP) today which will cost about RMB 4 billion to develop and can draw in RMB 4 billion worth of investments and about 10,000 jobs when completed. Located at the northern region of the Eco-City, next to the major highways that link the Eco-city to the Tianjin Port, Tianjin Airport, Tianjin City and Beijing, the EIP will be the first of its kind eco-industrial park in China which is positioned to be the premier eco manufacturing base for eco investors in the Bohai Rim area and to be built completely in compliance to Eco-city’s green building standards, a system that draws the best standards from China’s Green Star standards and Singapore’s Green Mark standards.

The groundbreaking ceremony was graced by Mr. He Lifeng, Deputy Secretary of the CPC Tianjin Municipal Committee, Secretary of the CPC Tianjin Binhai New Area (TBNA) Committee, Director-General of TBNA Administrative Committee and Chairman of Sino-Singapore Tianjin Eco-City Investment and Development Co., Ltd. (SSTEC), together with distinguished guests from the TBNA Administrative Committee and the Tianjin Eco-City Administrative Committee, chairman and senior management of Keppel Group, Tianjin Eco-City Investment and Development Co., Ltd, and SSTEC. Together they expressed their strong support and confidence for this exciting development.

The EIP will be home to light clean industries from green business clusters including clean energy, green building, green transport, clean water, clean waste management and clean environment. Using the Eco-City as a base, these industries can tap the growing eco-business opportunities in fast-growing Tianjin Binhai New Area (TBNA) and northern China. Together with the Eco-Business Park (EBP) which was launched on 3 June 2009, the EIP will create about 25,000 job opportunities, attract new residents to the Eco-City and generate significant economic spin-offs.

Bounded by major expressways and trunk roads, the EIP will also have strong public transport connectivity and good access to local amenities centres and adjacent residential districts.

“This eco-industrial park will serve China’s fast growing need for clean technologies production bases. We expect the EIP to become a major hub for eco-manufacturing corporations that radiates out to the Bohai Bay Region. More importantly, it can serve as a model of how industries can also be developed in ecologically friendly and sustainable way,” said Mr. Goh Chye Boon, CEO of SSTEC.

To kick start the EIP’s development, SSTEC will construct more than 220,000 square meters of ready-built factories (RBF) on a 15-ha land plot. These ready-built factories with a typical size of 3,000 to 5,000 square meters built-up area, will be made available for lease or sale. This move by SSTEC aims to satisfy the strong market demand from local and foreign investors who have expressed very strong interest in establishing their manufacturing facilities to serve the Sino-Singapore Tianjin Eco-City, TBNA and the surrounding Northern China market.

To put the green building concepts into practice, the building and construction of EIP will adopt eco-friendly strategies such as optimization of building layout, utilization of renewable energy and suitable building materials, recycling of water and waste, provision of green spaces and the practice of environmentally-friendly construction methods. All the buildings within the EIP will achieve the targets set out in the Green Building Evaluation Standards (GBES), in particular the 50% energy efficiency and the use of renewable energy to be at least 5% of the buildings’ overall energy consumption. This strategy will not only bring about cost savings for EIP’s tenants over the medium to long term but also show the commitment of Tianjin Eco-City to achieve sustainable development.

Construction of the ready-built factories will commence in phases, starting in the second quarter of 2010.
