China to provide subsidies for people facing difficulties amid epidemic

China's Ministry of Civil Affairs, together with several other ministries, on Tuesday pledged to strengthen temporary assistance with financial subsidies for uninsured people and those facing basic living difficulties, including people affected by the epidemic situation.

A one-time temporary assistance payment will be offered to uninsured workers such as migrant workers who are unable to return to work due to the epidemic, and workers who have had no source of income for three consecutive months and are living in difficulties that are not covered by an unemployment insurance policy.

The efforts are intended to offer help in a timely manner, according to the joint statement by the corresponding government departments on Tuesday.

College graduates who are temporarily unemployed or other families or individuals facing difficulties due to the epidemic will also be included in the scope of the temporary assistance, the statement said.

Since the beginning of this year, frequent outbreaks have had an impact on employment, with the surveyed unemployment rate in urban areas across the country fluctuating.

The urban unemployment rate in September was 5.5 percent, up 0.2 percentage points from August, the National Bureau of Statistics said.

In responding to the difficulties, the government has been ramping up efforts to provide help to those suffering from the epidemic situation.

Assistant Finance Minister Ou Wenhan said at a press conference in June that the ministry would facilitate tax refund policies for small and micro enterprises affected by the epidemic.

对受疫情影响的这类人员,发放一次性救助金

11月8日傍晚,民政部会同中央农办、财政部、国家乡村振兴局联合印发《关于进一步做好最低生活保障等社会救助兜底保障工作的通知》(民发〔2022〕83号,下称《通知》)。

其中提到,对受疫情影响无法返岗复工、连续3个月无收入来源,生活困难且失业保险政策无法覆盖的农民工等未参保失业人员,未纳入低保范围的,经本人申请,由务工地或者经常居住地发放一次性临时救助金。

此外,对其他受疫情影响暂未就业、基本生活面临困难的大学生,以及其他因疫情导致基本生活陷入临时困境的家庭或者个人,及时纳入临时救助范围。
